Abstract
The article reports on the mandate from the U.S. Congress for the coordination and expansion of Certificates of Confidentiality to protect identifiable research data from nonconsensual disclosure and maintain privacy. It discusses the implications of the failure of the U.S. Department of Health and Human Services (HHS) to implement the mandate for the quality of data collection. It cites ways by which the statutory obligations of the HHS are in conflict with the Congress' statutory command.
