Abstract
The bill would have authorized the General Assembly to create townships. The bill's purpose is to give local residents the ability to create a township, which is a more limited form of local government than counties or municipalities. The bill would have established requirements for creating a township. The bill provides for boards of town supervisors and establishes their authority, powers, and duties. The bill also outlines the rules of annexation and deannexation of property, and provides for the transfer of development rights between governing bodies.
